Both levels use their own local coordinates but render at one shared scale. The repeated stairs S1 id registers one continuous stairwell: fit margin 0.3 preserves its aspect ratio and centers it in each stair hall, the ground-floor symbol receives UP, and the first-floor symbol receives DN. Moving either instance more than 0.1 m would produce an alignment warning.
Room ids and wall rules are scoped per floor, so stair can be named naturally on both levels and each plate resolves the same exterior/interior hierarchy independently. Doors, relative placement, and furniture remain floor-local; only a registered stair id may connect levels.
